The proposed methodology for assessing the universities’ performance can help to identify additional opportunities for regional socio-economic development or problem areas impeding it. Confiscation Estonian style: legal and political aspects of potential seizure of Russian assets in EU countries
The possible confiscation of Russian assets by Western countries is one of the serious challenges to modern international law and the system of international relations. Since the greater part of the frozen assets is under the jurisdiction of EU countries, special attention should be paid to studying mechanisms for the use of Russian assets within the EU. The purpose of this article is to identify the key characteristics of the EU’s approaches to the use of frozen Russian assets, determine their...
The modern economy of Russia’s Baltic regions in the municipal context
This article analyses the differentiation of municipalities at the municipal and urban district levels in the Kaliningrad and Leningrad regions based on their economic development and the response of their economies to the crises of 2020 and 2022. Emphasis is placed on the possibilities of conducting such assessments by merging Rosstat statistics with publicly available accounting and tax reporting data from the Federal Tax Service. The contribution also assesses the role of small businesses in municipal...
Priorities for the development of manufacturing industries in the Kaliningrad region
... before the war of sanctions was waged on Russia. Kaliningrad boasted a range of joint companies engaged in manufacturing, catering to both Russian and international markets. Competition with cheap imports from the neighbouring states, however, tended to impede the development of local businesses.
The external conditions of the region’s economic development have been changing since 2014, when unfriendly states introduced restrictions, i. e., unlawful sanctions, against Russia. This process is having ...

In response, the state may reinforce the barrier nature of borders by modifying visa requirements and customs regulations, thereby impeding the free movement of citizens, or even going as far as closing the border. Alternatively, state policy may involve the relaxation of border restrictions and the reallocation of border functions as a result of political integration, as witnessed ...

... representational theory of cognition based on it. Reification of linguistic signs, along with the erroneous view of the nature and function of language as a communication tool rather than the mode of existence of humans as living (cognitive) systems, impedes scientific explanation of both language and linguistic signs. At the same time, constructivists continue to monitor some negative processes and factors that still generate imperialistic and nationalistic sentiments within the Russian society and elites and impede international cooperation in the BSR [29].
To conclude the discussion on the Russian societal security debate, it should be noted that there are serious problems with embedding the societal security concept in the Russian political discourse. These ...
Dare to Know, or the Gospel According to Kant
... or is it within ourselves who have refused to use our reason independently and regularly? — something which Kant unequivocally considers to be everyone’s special kind of guilt. Following Kant, I look for an answer to the question, “Which limits impede Enlightenment, and which limits, far from obstructing it, are bound to promote it?” and reveal the hidden paradox of the Kantian solution: maturity has to be preceded by the granting of freedoms; and the granting of freedoms in turn calls for ...

I come to the conclusion that video games, which express a certain idea about society, can contribute to or impede the formation of a new ideological foundation of society whose aim, according to Enlightenment 2.0, should be overcoming the antagonism between the individual and the collective.

Moreover, the smallness of the local consumer market impedes the formation of subregional centres in the eastern part of the region. The most alarming trend is the incipient concentration of population in peripheral border areas.

Is Spinoza’s Ethics Heteronomous in the Kantian Sense of the Term?
The prevailing interpretations of Spinoza’s ethical theory view it as an example of heteronomy in the Kantian sense of the term. I make a case for the claim that is not in harmony with such interpretations. In the course of the argument I discuss Kant’s concepts of autonomy and heteronomy showing how they refer to will and to ethics. Then I describe a group of interpretations which portray Spinoza’s moral theory as heteronomous. My critique begins by presenting some textual evidence which vividly...

Way of shortening the inclusion of antennas of the transducer of the impedance shoulder vibrator
A method is proposed shortening of vibrator antenna. Capacitive reactance is compensated offset by the inclusion of the extension of the inductance coil in the shoulders vibrator. This interpretation of the short tape antenna gives the opportunity to increase the power of the radiation virtually reducing the efficiency of the antenna system, in a result of losses on the inductive element.
