Институциональная архитектура территориальных инновационных систем: на пути к локально-адресной региональной политике
Аннотация
Уникальность территориальных социально-экономических систем заключается в индивидуальной специфике построения пространственно-сетевых связей хозяйствующих субъектов, формирующих кластеры превосходства и конкурентоспособность всей системы. Выявление ключевых элементов территориального капитала — в числе глобальных вызов современной региональной политики. В статье рассматриваются предпосылки и ограничения формирования локально-адресной политики регионального развития. Опыт Литовской Республики в создании тематических долин — комплексных центров научно-исследовательской и предпринимательской активности — демонстрирует один из возможных путей реализации подхода к концентрации ресурсов на прорывных направлениях, позволяющий вывести локальные точки роста на международный уровень.
