Управление трансграничными водными ресурсами: сравнительный анализ российского и американского опыта

Аннотация
Сравнивается опыт участия Российской Федерации и Соединенных Штатов Америки в институтах международного сотрудничества в сфере управления трансграничными водными ресурсами на примере Российско-Эстонской комиссии по охране и рациональному использованию трансграничных вод и Американо-Канадской совместной международной комиссии. Отмечается, что принципиальное различие между этими двумя институтами международного взаимодействия заключается в том, что в основе работы Российско-Эстонской комиссии лежит принцип межправительственного сотрудничества, в то время как работа Американо-Канадской комиссии строится в соответствии с моделью, предлагаемой сторонниками теории транснационализма. При этом эффективность работы Российско-Эстонской комиссии с точки зрения улучшения водохозяйственной обстановки в регионе ее ответственности выше, чем у Американо-Канадской. Это не дает возможности говорить о межправительственном сотрудничестве как о более эффективном по сравнению с транснациональным, однако позволяет усомниться в
выводах сторонников теории транснационализма об однозначно большей эффективности последнего. Практическая значимость исследования заключается в том, что его выводы позволяют сформулировать рекомендации относительно дальнейшей модернизации международного сотрудничества в сфере управления трансграничными водными ресурсами.
This article is based on a comparative analysis of Russian and US experience of participation in international cooperation institutions in the field of transboundary water management. The author showcases the work of Russian-Estonian Commission for Protection and Rational Use of Trans-Boundary Waters and the US-Canadian Joint International Commission. The difference between the two Commissions is that the Russian-Estonian Commission works in accordance with the principle of intergovernmentalism, whereas transnationalism is the founding principle of the Joint International Commission in North America. While the Russian-Estonian Commission is more efficient in terms of water quality improvement in its area of responsibility, it is not yet time to claim that intergovernmental cooperation is more effective than transnational cooperation. However, it gives a reason to question the conclusions of the proponents of transnationalism in international relations theory, who claim that the latter is more efficient. One
practical significance of this paper is that its findings can be used as recommendations for further modernization of international cooperation in the field of trans-boundary water management.
