Аннотация
Проводится общий обзор глобальных изменений в структуре и законодательстве ЕС в сфере энергетики. Анализируются основные этапы, шаги, которые были сделаны на пути к созданию единого конкурентного энергетического рынка в рамках ЕС. При этом особое внимание обращается на предпринятые недавно Европейской комиссией и Судом ЕС меры в отношении как государств-членов, так и энергетических компаний-монополистов, которые прямо или косвенно нарушают правила конкуренции в сфере энергетики. В итоге авторы приходят к выводу о том, что ли-берализация европейского энергетического сектора в конечном счете будет иметь серьезные теоретические и практические последствия как для ЕС, так и третьих стран, включая Россию.
Abstract
This article aims to provide a general analysis of global changes to the EU structure and legislation in the field of energy. The authors examine the major stages of and steps towards the creation of a single competitive energy market within the EU. Close attention is paid to the recent actions taken by the EU Commission and the Court of Justice of the EU with regard to the member states and energy monopolists directly or indirectly breaching the rules of competition in the energy field. As a result, the authors come to the conclusion that, eventually, the liberalization of the European energy sector will have serious theoretical and practical effects on the EU, as well as the third countries, including Russia.
