On Essence and Correlation of "Region" and "International", "Transnational", and "Transboundary" Region Concepts

Abstract

The authors suggest differentiating between integral and industrial zoning. Correspondingly, regions (integral regions) and industrial regions are distinguished within a state. The interaction of several states results in the emergence of transnational regions, while the development of mutual connections between international regions brings to the formation of transboundary regions. Regions, including international (transboundary and
transnational) ones have a certain hierarchy but, unlike national regions that cover the whole territory of a state, same-levelled international regions do not encompass the whole world.

On Economic Asymmetry in Russia

Abstract

This article focuses on the issues of asymmetric regional development in Russia, which manifests itself in the considerable disparity between the productivity of regional economies. The research on the correlation between gross regional product and per capita taxable capacity in the constituents of RF conducted in 2000 and 2007 revealed the disproportions of both objective economic parameters and redistribution relations in the framework of interbudget relations system. The analysis conducted allows outlining the methods of financial and economic mechanisms development aimed at the equalisation of socioeconomic development.

On Sources and Mechanisms of Coastal Area Self-development

Abstract

This article analyses the sources and mechanisms of economic self-development of coastal border territories. The example of the Kaliningrad region proves that the main internal catalyst of regional economic development is entrepreneurship functioning on the basis of genetic-cultural determination. The author comes to the conclusion that an efficient regional economic policy aimed at the increase in the region’s competitiveness should rest, first of all, on the development of intellectual capital and the corresponding human capital, the revival and strengthening of the economic role of technocracy and small innovative enterprises.

Systematisation of Objectives and Efficiency Indicators of Regional Executive Authority

Abstract

This article considers the problem of regional governance improvement. The author systematises the objectives of regional supreme executive authorities and examines the set of indicators for assessing the performance of regional governments. An algorithm of the calculation of efficiency indicators and criteria of their estimation are offered in the article.
