On the models of modern research and education pol-icy in the Baltic region states

Abstract

This article provides a comparative analysis of the mechanisms of education policies pursued by the governments of Germany, Sweden, Denmark, Finland, Lithuania, Latvia, and Estonia. The authors identify similarities and differences in the funding mechanisms, direction of reforms, the role of education system modernization in the innovative development of the Baltic Sea region, and the mechanisms of technological development through introducing innovations in education and science. The general education policy trend in these countries shows that most of public investment is allocated to universi-ties and newly formed joint research centers. The authors study the case of strategic planning at the I. Kant Baltic Federal University.

The problem of training a teacher to maintain Federal State Educational Standard in basic education

Abstract

This article analyzes a number of studies concerned with training teachers for meeting the requirements of the Federal State Educational Standard (FSES) and presents a system of interconnected components identifying a teacher’s readiness to introduce new standards. Special attention is paid to diagnosing a teacher’s readiness to maintain new standards. An advanced training programme “The organization of educational process in compliance with the FSES” is being developed in view of the identified components.

Correction of students’ knowledge in lectures

Abstract

This article is devoted to the little-studied problem of correction of uni¬versity students’ knowledge. The notion of knowledge correction is intro¬duced, the opportunities and methods of correcting students’ knowledge lec¬tures are analysed. The use of knowledge correction tests is discussed as a means to personalise the correction of students’ knowledge in lectures.

The methodology of measuring the success of con-sulting procedures

Abstract

This article outlines a methodology for identifying the success of consulting — a form of assisting an education institution’s employees in the practical implementation of the key ideas behind its functioning. The methodology takes into account the features of administrative activities. Consulting is described as a system of implementing consulting procedures forming a closed cycle of “target setting — design — action — analysis”. Each ensuing cycle is not a reproduction of the previous one but rather a new stage of the system develop¬ment.

Social identity in the conditions of cultural diversity: A search or imposition? (the case of the Kaliningrad region)

Abstract

This article discusses the development of social identity in the modern Russian society in the case of the Kaliningrad region. Based on an analysis of the regional public discourse and the data of surveys and case studies, the author considers the process of promoting and imposing a model of normativity and social identity marked as one characteristic of the “overwhelming majority” of citizens, “traditional” for the Russian society, and morally true, but nevertheless contradicting the actual state of the public consciousness of a multicultural society.

Prosocial cooperation as a factor of mitigating ethnic tension

Abstract

This article presents the results of a study into the connection between the youth’s attitudes to migrants and prosocial cooperation competence, as well as the development experience and prosocial cooperation competence as a factor mitigating ethnic tension. It is shown that the development of prosocial cooperation competence is most efficient in the course of the activity (behavior) in the condition of its effectiveness.

Sensitivity to cultural differences in students with different cross-cultural experience

Abstract

This paper offers a theoretical justification of the problem of intercultural sensitivity and analyses Russian and international approaches to studying the phenomena. The author presents the results of an empirical study into the in-tercultural sensitivity of students with different experiences of interacting with representatives of other cultures and ethnic groups. It is shown that a higher intercultural sensitivity is characteristic of students with a more than 10 years’ experience in cross-cultural interactions. Moreover, there are differences in the correlation of intercultural sensitivity components in groups with different experiences in cross-cultural interactions

The formation of a multicultural educational environ-ment in primary school: Experience and prospects

Abstract

This paper considers the problem of multicultural education development in primary school. The authors justify the idea that multicultural education begins with the national traditions of a family. The article identifies and describes the key goals, means, and forms of multicultural education in primary school. The practical results of multicultural education introduced at Kaliningrad school No 53 are summarised. Perspectives on the role of multicultural education in the development of a primary school student’s personality and the formation of their civic position are presented.

The content of practicum for bachelors and masters of education

Abstract

Today’s graduates of pedagogical faculties often exhibit little interest in a career in education and unwillingness to work at school. An effective solution to this problem is the formation of successful pedagogical experience in future teachers at university, in particular, in the course of practicum. The study sets out to identify the role of practicum in the professional training of future teachers as well as the content of all types of practica in the continuous training of a teacher of informatics within bachelor’s and master’s programmes. The theoretical significance of the study lies in the justification of the content of all types of practica from the perspective of the praxeological approach – theory of successful activities. The practical significance lies in that the presented integrated system of practicum content, which includes the goal, means, content, and results of each practicum stage, can be used in developing practica for other university programmes. As a methodological framework for organising pedagogical practica, the study uses the praxeological approach, which ensures the openness, integrity, and high efficiency of the practicum as well as positive motivation for teaching. It also facilitates the development of a creative type of professional behaviour. Special attention to the content and technology of organising practica results in successful teaching experience of university students.

An algorithm for assessing the development of pro-fessional competences in the military (MATLAB modelling)

Abstract

This paper describes the design and theoretical algorithm of assessing the level of professional competences in the military based on modelling in matlab fuzzy logic toolbox. The presented method of fuzzy modelling makes it possible to improve the modelling of different educational objects and processes and takes into account the human factor. In education, the method can be more effective that the results of system modelling.

Based on the competence-based approach to education in line with the goals and vectors of human activities in a knowledge society, the author thoroughly analyses the current educational process at a military university in view of its contribution to the general cultural development of cadets. The author attempts to analyse the factors facilitating and inhibiting the development of general cultural competences in cadets, as well as to identify the pedagogical conditions for the development of cadet’s general cultural competences in the current educational process of a military university based on a comprehensive analysis of these factors. To this end, structural and functional connections between the general cultural competences and reading literacy are established, the structure of the latter is identified and its basic skills described

The psychological potential of beach volley-ball players depending on their sport qualification

Abstract

This article presents the results of a study into the psychophysiological characteristics of beach volleyball players – a recently introduced Olympic sport. Current research and methodological literature focuses primarily on competitive activities, training, and physical competences. The authors de-scribe the psychological status of a beach volleyball player and present psy-chomotor indicators that can be used as benchmark characteristics in selecting and diagnosing players. For the first time, the psychophysiological features of the competitive potential of beach volleyball players with different sport quali-fication is assessed; differences and similarities in the psychomotor character-istics and social status of athletes are identified.

The theoretical framework a teacher’s cross-cultural compe-tence: International practice

Abstract

This article is devoted to the important theoretical issues of cross-cultural competence. Particular attention is paid to the UK education system as one of the oldest structures in the world. Based on an analysis of a teacher’s cross-cultural experience at Durham University and the University of Manchester, as well as different approaches of Russian and international educationists, it is shown that cross-cultural competence is an integral part of the professional educational activity. Further, the author emphasises the need to consider cross-cultural competences with the help of models and attempts to create a model of the development of a teacher’s cross-cultural competence
