Cognitive training as a method of developing cognitive functions in young athletes
The relevance of the study is determined by the importance of cognitive functions for high performance in sports. Cognitive training is one of the ways to develop cognitive functions. The study shows a positive influence of the method proposed on the state of cognitive functions in young athletes in the recovery period of the training cycle. The results obtained can significantly improve the effectiveness of relaxation exercises in young athletes.

The innovative aspects of the fishing fleet development in the Russian exclave region
Our country has set a course for the economy modernisation on the basis of innovative development. In the post-war period until 1991, the exclave of Russia — the Kaliningrad region — showed high rates of socioeconomic development due to the establishment of a large-scale sea fishing industry. Such success rested on research and innovative activity. This article analyses the successful innovative development of the fishing fleet in the historical perspective: new vessels, the development of new equipment...
Numerical simulation of the ionospheric effects of geomagnetic storm on 2—3 may 2010 at the HF radio wave propagation in the low-latitude region
For the first time we used a global three-dimensional theoretical model of the thermosphere-ionosphere system for the description of inhomogeneous anisotropic medium in the simulation of radio wave propagation. It is shown that the results obtained with joint using GSM TIP model and radio wave propagation model adequately describe HF radio paths in the Earth's ionosphere in quiet conditions and at the recovery phase of geomagnetic storm.

Algorithms and software for building three-dimensional models of microseismic monitoring data
Algorithms for constructing three-dimensional models of microseismic activity fields are described. The first approach is based on voxel models and involves the construction of polygonal surfaces of interpolated parameters of microseismic events. The second approach uses a triangulation algorithm based on the Delaunay criterion and α-shapes method. Software developed on the basis of the proposed algorithms, offers advanced graphical tools for the analysis and interpretation of microseismic multiparameter...
Why is the space around us three dimensional
We note that it is no accident that modern science cannot answer to the question why our space we exist in and which we see is three-dimensional. Therefore, it is believed that attempts to find an answer to this question, by remaining only within the mathematics, are bound to fail. On the contrary, it is in the present math study that it is shown that why space is three-dimensional can only be explained only by means of higher arithmetic. This is followed by an answer to the following important...
The visa aspects of the academic mobility between the Russian Federation and the European Union: the experience of the Immanuel Kant Baltic Federal University

Construction of transport and energy networks in the Baltic region as an impetus for regional development
In light of some new aspects of the EU functioning, particularly, the recovery from the 2008-2009 global crisis, transportation and energy development projects are coming to the forefront in the Baltic region. At the same time, there is a need to consider EU’s recent adoption of a common seven-year financial program (2014—2020), which serves, in effect, as the Union’s budget. Given that, one may conclude that the countries of the Baltic region are entering a new stage of development. We look at the...
Concepts of social support: positive and negative effects of social relations in the context of subjective well-being of a human being
This article describes the basic negative and positive effects of social relations of a person in the context of their subjective well-being on the basis of international publications, which have not been translated into Russian yet and are little known in the country. The role of the European Central Bank in ensuring the financial stability of the EU
The Declaration of the Heads of State and Government of June 29, 2012 was the birth of the European Banking Union. It demonstrated considerable and, in some ways, unprecedented support by the member states of the European Union to each other. This move was highly questioned by the public. In addition to eloquent statements about the need to break the adverse interdependence of sovereign risks and risks of the banking sector, this Declaration included two specific legal obligations. Firstly, the creation...
The noun visilka: a semantic portrait and a system of multiple meanings (based on police search documentation of the second half of the 19th century)
This article is devoted to one of the important aspects of studying the Russian business language of the second half of the 19th century — the formation of the lexical meaning of the noun visilka (exile, expulsion), typical of the police procedure documentation of the time. The author discovered business texts of this type in the funds of the State Archive of the Tyumen region, the State Archive of the Omsk region, and the State Archive of the Irkutsk region. All texts date back to the late 19th...
Young ‘s body mass index and its im¬pact on the frequency and variability of the heart rhythm at quiet and after phy¬sical load
A medical examination on a selected group of young people demonstrated a negative correlation between the body mass index and the heart rate at rest, which disappeared after some physical activity. Physical activity was observed to change the heart rate variability under the influence of the changes magnitude in the initial heart rate. No correlation between body mass index and heart rate variability was established.

Ways to optimize the characteristics of active synthesizers frequency
The purpose of this work was to summarize the existing experience and approaches to software development and create the methodology for a software product development for the aviation industry. The current research was based on the systemic analysis and the theory of statistical estimation. This work primarily deals with theoretical methods of research which were used to identify approaches to the mathematical description of atmospheric phenomena models of wind shear, turbulence. The author also...
Institutional approach to assessing the transition to a circular economy: the case of the Kaliningrad region
The article discusses possible reasons for the failure of Russia’s waste management industry reform and highlights the ownership blurring as a factor that may hinder the transition to a circular economy, which has been proposed as one of the outcomes of the reform. This study aims to address possible obstacles to transitioning to a circular economy in the Kaliningrad region. Methodologically, the study uses instruments of new institutional economics: by comparing discrete institutional alternatives...
Country Competitiveness: an Empirical Study
What makes countries competitive? What economic policies effectively influence country competitiveness? The aim of this research paper is to analyse country competitiveness empirically, in order to explore the factors that make countries competitive. This can allow governments to structure their business environment differently, and to elaborate strategies aimed at improving their countries’ overall competitiveness. Economic size and trading conditions have proven important for economic success throughout...
The labour market of Russia’s Kaliningrad exclave amid Covid-19
The Covid-19 pandemic, which has swept across the globe, is a serious challenge to the Russian labour market. This article examines the consequences of Covid-19 for Russia’s Kaliningrad exclave and how its territorially isolated and lockdown-affected small labour market responds to drastic changes in employment, income, and consumption. Another question is how the immigrant-rich labour market will rebalance the supply-demand equation. Official statistics from the regional government and its subordinate...
The dynamics of agricultural land use in the North-West of Russia and the Baltic countries
The agricultural land dynamics is one of the central issues of land use in Europe and Russia. Each historical period is characterized by its own model of agricultural land use. The analysis of its dynamics in the North-West of Russia and the Baltic countries was based on the following parameters: the area of cultivated agricultural land and the rate of change, the grain yield and its dynamics. Database analysis from 1848—52 until 2015—18 allowed to identify the stages of the agricultural land management...
