Аннотация
Дается аналитический обзор перспектив формирования новых рынков высокотехнологичной продукции в регионе Балтийского моря при участии малого и среднего бизнеса. Учитывая сущностные характеристики предпринимательства, его перспективы в развитии и внедрении инноваций довольно привлекательны, однако в текущем экономическом контексте для осуществления роста требуются специальные меры. Авторы рассматривают меры, предпринимаемые Европейским союзом и отдельными странами для стимулирования участия малого и среднего бизнеса в развитии НИОКР и инноваций, приводят условия, необходимые для реализации инновационного потенциала, отмечают основные отрасли, которые могут стать двигателями инновационной экономики в Европе, а также приводят пострановый перечень основных рынков, которые в ближайшей перспективе могут быть сформированы и развиты малыми и средними предприятиями. В структуре самого региона Балтийского моря выделяются «северные страны» — Швеция, Норвегия, Дания, Финляндия — являющиеся основными инноваторами, а также группа юго-восточных регионов, играющих роль потребителей инноваций. Наиболее позитивные ожидания связываются с секторами информационно-коммуникационных технологий и биотехнологий, вокруг которых предположительно и будут образовываться основные кластеры малых и средних предприятий.
This article offers an analytical review of the prospects for the formation of new hi-tech markets in the Baltic Sea region with the participation of small and medium businesses. In view of the essential features of entrepreneurship, its prospects in the development and implementation of innovations seem to be quite attractive, however, in the current economic context, growth requires special measures. The authors consider the measures taken by the European Union and individual countries in order to strengthen the participation of small and medium business in R&D and innovations, describe the conditions necessary for unlocking the innovative potential, identify new industries that might become the driver of innovative economy in Europe, and offer a country-specific list of basic markets, which can be developed by small and medium enterprises in a short-term perspective. In the structure of the Baltic Sea region a special position is held by the Nordic countries — Sweden, Norway, Denmark, and Finland — major
regional innovators, as well as a group of South-eastern regions that serve as innovation consumers. Best hopes rest with the sectors of information and communications technologies and biotechnologies, which are expected to become the centre of major clusters of small and medium enterprises.
