The Welfare State (Social State) in the Russian Federation as a Constitutional Principle and its Practical Implementation
The authors are investigating the content and practical implementation of the constitutional principle of the social (welfare) state in the Russian Federation, especially the relevant state measures supporting families, birth rate and migration. Legal research in this paper is also focused on the selected state projects realized in the contemporary Russia: state program of the maternity (family) capital, experience of the granting the Charge-Free Land Property for multi-child families, and also so-called...
Modeling the formation of ion shadows behind a positively charged microsatellite in an oxygen plasma by the molecular dynamics method
Results of modeling the formation of ion shadows in a thermal ionospheric plasma consisting of oxygen ions and electrons behind a charged microsatellite are presented. The molecular dynamics method was used for modeling. It is shown that in a time of the order of 610-5 s an ionic shadow with a low ion concentration is practically formed.

A modeling the interaction of a oxygen plasma with a positively charged microsatellite with the molecular dynamics modeling method
The results of modeling the interaction of a single-ion thermal ionospheric plasma consisting of oxygen ions and electrons with a charged microsatellite are presented. The molecular dynamics modeling method was used. It is shown that behind the satellite there is a so-called ionic shadow with a low ionic concentration.

Who is Rationalising? On an Overlooked Problem for Kant’s Moral Psychology and Method of Ethics
... practical philosophy. The main problem I see with Kant’s conception is that there are no theory-independent criteria to determine whether an exercise of rational capacities constitutes rationalising. Kant believes that rationalising is wide-spread and he charges the popular philosophers and other ethical theorists with rationalising. Yet, his opponents could, in turn, charge him with rationalising and some theorists, namely Act-Consequentialists, seem to be in an even stronger position to charge Kant ...
Development of electric road transport: simulation modelling
... authors propose a new approach to simulation modelling of the dissemination of electric vehicles in a given region. The proposed model allows the authors to take into account the key systemic feedback loops between the pool of electric vehicles and the charging infrastructure. In the absence of data required for the econometric methods of demand forecasting, the proposed model can be used for the identification of policies stimulating the consumer demand for electric vehicles in regions and facilitating ...

Promising methods for detecting submarine groundwater discharge in the Baltic Sea and experience of their application
... sea. The discharge of waters with a composition sharply different from seawater leads to the formation of hydrochemical anomalies in the near-bottom horizon and alters the composition of bottom sediments. Under different regional conditions, discharge can occur as a focused flow through cracks in karst and fissured rocks, as a diffuse flow in loose deposits, or through the recirculation of seawater in bottom deposits. Therefore, it is essential to consider local geological and hydrogeological ...

Language policy of Estonia: achievements and the future of education in the Russian language
Estonia’s language policy sparks serious debates in the academic community, further complicated by the politically charged nature of the topic. Domestic researchers ...
Why Study Kant? Framing the Problem
... favours (i) individualism, (ii) rationalism and in general (iii) a lack of balance between different elements such as reason and feelings. In this discussion note, I argue — based on Kant’s theoretical as well as practical philosophies — that the charges are not properly levelled at Kant. (i) In finding truth as well as what is morally right, Kant advocates abstracting from private ends and testing one’s views against the views of others. (ii) Kant also points out the limits of what we can know ...
Periodic glass formation system

The author proposes the parameters of glass formation, which are determined quantitatively, characterizing the ability of the atoms of the chemical elements that make up the melt to form a glassy network. The dependence of these parameters on the charge of the nucleus of the elements proves the primary and secondary periodicity of the tendency to glass formation in the case of sulfide, selenide, telluride, oxide and halide systems. The electronic configuration model turned out to be applicable ...

Dipolarization of the earth magnetic field and charge particles precipitation from the magnetic flux tube
During the expansion phase of the substorm in the nightside magnetosphere enhancement of the magnetic field and decrease the plasma pressure is observed simultaneously. Enhancement of the magnetic field is recorded at first in the tail of the magnetosphere, and then at more closer distances from the Earth. This process takes a few minutes and covers the region in the magnetosphere of 10 Earth radii. One of possible explanations of this phenomenon is associated with cooling magnetic flux tubes caused...
