Abstract
The role of tourism as one of the priority of regional development is grounded. The positive and negative factors of transforming tourism
into the leading branch of the Economy of the Kaliningrad Oblast are formulated. The existing programmes targeting the tourism development
are examined. There is characteristic of tourism services in Kaliningrad region by branches focusing on the economic activities of tourist companies and accommodations as an example.
