Three development strategies of the Kaliningrad region (1991—2018)

Abstract

After the demise of the USSR the Kaliningrad region became a Russian exclave, geographically separated from the rest of Russia by foreign states. The development of the region became dependent on external factors, including Russia’s political relations with foreign countries, NATO and EU. Geopoliti­cal changes required adjustments in the region’s socio-economic development strategy. In the period of 1991 to 2018 three comprehensive strategies suc­ceeded one another: Special economic zone (SEZ) strategy, Cooperation region strategy, International development corridor strategy. The article describes specific characteristics of each strategy. It is based on the analysis of academic publications, data from the Russian Federal State Statistics Service and the Federal Customs Service of Russia. Common economic and statistical methods are used to process the data. The article identifies the factors contributing to the strategies development and provides qualitative and quantitative assess­ment of their implementation. The article also demonstrates the potential of the Kaliningrad region in the Greater Eurasia project and the importance of the project for the development of the region as the International development corridor.

Information metabolism and innovation dynamics in the Rostov agglomeration: the role of the coastal factor and economic clustering

Abstract

The article focuses on the issues of innovative development of coastal ag­glomerations, as advancement drivers for the regions of Southern Russia, which experience a reduction in contact potential in modern geo-economic conditions that complicates international economic and technological coopera­tion. The aim of the study is to identify the specifics of the information metab­olism processes as the basis of innovative development taking place in the Ros­tov agglomeration being the largest coastal agglomeration in the South of Russia. Given the proposed concept model of information metabolism, the study recreates the general picture of the cyclic spatio-temporal dynamics of innovations in coastal agglomerations, and reveals the role of economic clus­ters, as well as the nature of coastal component’s influence in achieving inno­vative development and metabolism processes of explicit and tacit knowledge. Theoretical positions and hypotheses are tested through analyzing official re­gional statistics, as well as the data of the expert survey. The study revealed the intra-system mechanisms to compensate for the reduction of codified knowledge flows in the Rostov agglomeration via the active clustering of in­novation sector, accompanied by the dynamics of tacit knowledge and the shrinking of its spatial imbalances. Moreover, the research uncovered the neg­ative side effects of geo-economic trends that threaten the reproduction of in­novations in the agglomeration space.

Factors and features of innovative development of the Repub­lic of Crimea

Abstract

The innovative development of a region is the essential condition for in­creasing its competitiveness. The reintegration of the Republic of Crimea into the Russian Federation requires considerable efforts aimed at overcoming ex­ternal geo-economic barriers in socio-economic development, as well as at re­vitalizing the economic activities of enterprises, including production highly demanded innovative items. Given the new information concept of the Repub­lic of Crimea the paper attempts to analyze the features of territorial develop­ment of socio-economic and innovation system. The study determined the dig­italization of economic entities of the Republic of Crimea. The innovation dis­tribution in the region is checked on the example of the mobile network mod­ernizing. The innovative infrastructure of the Republic of Crimea and the city of Sevastopol is identified to be in the early development phase.

Identification of technology transfer in industries developing in the exclave region under the influence of the “coastal factor”

Abstract

The exclave and coastal position of the Kaliningrad region determines the development conditions that differ from other regions, including those of the regional innovation subsystem. The most important and integral part of this subsystem which actually ensures the interaction of its components, is trans­fer of technologies. The main "holders" of technologies in the Kaliningrad re­gion are the universities. Kaliningrad State Technical University performs 37.6 % of the work in the area of innovations, a significant amount of work is implemented by the Federal Fishery Agency. Transfer of technologies for IKBFU is academic, which is typical for a classical university (some few works are carried out within the branches developing under the influence of the “coastal factor”). The analysis clearly demonstrates that in the Kaliningrad region these sectors are not in any significant demand, largely due to the change in economic specialization of the region, which occurred as a result of the collapse in the 90s.

A level of being informed of population on questions of diabetes mellitus is basis of prophylaxis of disease

Abstract

The aim of the study is to facilitate informationally the social and preven­tive programs aimed at preserving and improving the health of the population. The study involved 563 respondents, residents of the Kaliningrad region; 22.2 % of them were men and 74.4 % were women. The age of respondents varies from 18 and older. The mean age of the survey par­ticipants is 39.8 years of age. The survey participants differently assess their level of DM awareness. Specifically, 48.9 % of respondents consider them­selves competent in DM, 44.4 % of respondents note lack of awareness, and 4.6 % of respond­ents do not have information regarding DM at all. Thus, accord­ing to the re­sults of the sociological study the population of the Kaliningrad region needs more information on diabetes. Raising public awareness of diabe­tes risk fac­tors and preventive measures, and especially giving this infor­mation to young people, is a necessary strategy aimed at preserving and im­proving the health of regional population.

Modern aspects of diagnostics of compressional neuropathy of the median nerve in the carpal canal

Abstract

The article focuses on the examples of modern diagnostics of compression neuropathy of the median nerve in the carpal canal, because currently the unanimous assessment of the results during ultrasound and ENMG seems to be problematic. The purpose of the work is to propose a standard for the most effective algorithm for diagnosing patients with CCS. The study was per­formed on 98 patients examined in the Kaliningrad regional clinical hospital, the department of traumatology and orthopedics at the IKBFU Clinical and Diagnostic Center in 2013—2019. Diagnostics was performed on a Toshiba Aplio 500 ultrasound machine with a linear sensor of a scanning frequency of 7—14 and 12—18 MHz and an Acuson S2000 device, an 18 L6 HD sensor; electromyography was performed on a Wiking Quest Nicolet device. The age of patients ranged from 20 to 77. A standard for the diagnosis of patients with suspected CCS is proposed, which can significantly improve the quality of pa­tient examination and provide early diagnosis and timely adequate therapy.

Development of musical hearing during education at different musical departments

Abstract

The article focuses on the neuropsychology of hearing and the impact of learning on the development of musical ear in various musical fields. The goal is to determine whether there is a difference in the development of tone and interval sound perception among musicians in different areas of study. Zero hypothesis (H0): The lack of dependence of the perception accuracy of sounds and intervals (absolute and relative musical ear) on the field of mu­sical training. Alternative hypothesis (H1): The accuracy of sound and interval percep­tion (absolute and relative musical ear) depends on the field of musical train­ing. Among brass and string instruments, a generally low percentage of mu­sicians have good musical ear. Findings. No dependence of the accuracy of tone perception (absolute music ear) between groups of musicians was revealed, the difference signifi­cance level between groups is p = 0.383; the highest indices in the interval perception of sounds are among keyboard players (85.71 %), the lowest are among the woodwind players (46.67 %); among vocalists, a higher percentage of tonal perception of sounds (absolute music ear) was observed when listen­ing to a musical instrument that is familiar to you — voice, but not instru­ments, the percentage of vocalists with good interval perception of sounds (relative music ear) is also high.
