3.0 University: legislative framework for innovative entrepreneurship

Abstract

This article describes a legislative framework for a new model of higher education institutions, oriented towards business and innovation. The author offers practical recommendations for the development of competitive socioentrepreneurial innovation-based universities. It is shown that the new generation university should be formed on the basis of the socio-entrepreneurial ideology.

The concept of secularism: legal and philosophical aspects

Abstract

The present study is devoted to the interpretation of secularity of the state and the widespread atheist politics in modern society. The author analyses the genesis of the concept, its evolution, and the main features of a secular state. The interdisciplinary approach is used for a deeper understanding of the problem. The author concludes that there is a need to distinguish secularism from secularism, and suggests ways to strengthen the national culture, including its religious aspects.

GMOs in agriculture: legal regulation and discussion

Abstract

The article analyses legal arguments for admissibility/inadmissibility of GMOs in agriculture. The authors show that there is still no unanimous opinion of the effects produced by GMOs. Given the uncertainty, the ban on the use of genetic engineering in agriculture leads to the weakening of the role of legislation as a regulator of public relations. The authors suggest legal solutions to this problem striking a reasonable balance between the interests of business, society and state.

Trade in the Kaliningrad region: methods of evaluation

Abstract

The article suggests a new methodological approach to assessing business activity in retail trade in the Kaliningrad region. The authors present a methodology for calculating the regional index of business activity in retail trade, taking into account the specificity of the Kaliningrad region. Indicators of retail business activity in the region in 2016 are analyzed.

The consumer sentiment: regional aspect

Abstract

The article in the scientific problems of the development of the regional competitive environment is devoted to methodological issues for evaluating the state of consumer confidence at the regional level. The results of the analysis of domestic and foreign experience evaluation indicators characterizing consumer sentiment. The technique for estimating the consumer sentiment index is described. The article presents the first results of monitoring consumer sentiment in the clothing and footwear markets, as well as food products in the Kaliningrad region.

Key trends and features of the Canadian military-industrial complex during the Second World War

Abstract

The article deals with the development of the Canadian military industry in 1939-1945. The effectiveness, organisation and scale of production of aircraft, ships, armored vehicles, artillery and small arms are analyzed. The author reveals the influence of geographic, economic, home and foreign policy factors on the type of weapons produced and the volume of their production. Using official Canadian documents and statistical publications, the author concludes that the military-industrial complex of Canada showed good performance indicators during WWII. However, having an impressive economic growth and rapid development of new industries, Canada, for several reasons, still failed to make the most of its economic, natural and human resources. As a result, Canada was only a junior partner of great powers in military production. Based on the structure of the Canadian military industry, the author draws a conclusion about the initial stage of globalization of the Canadian economy in the period under study.

The Battle of Tannenberg: subjective factors

Abstract

Analyzing the military and political consequences of the Great War it is essential to study the process of decision-making. Along with objective factors, various subjective factors were also important. Later subjective factors turned to be hidden from the researcher’s eye, being ignored by propaganda. However, it neither diminishes their significance, nor proves their non-existence. Basing on a few examples this author makes an attempt to reconstruct the motives and fears of several key figures of the German Eighth Army that influenced the course of action and the result of the Battle of Tannenberg.

Correlation of theory and practice in victorian policies: Edward Derby case

Abstract

Using the works of the most prominent British political intellectuals, the  author examines the correlation of theory and practice in Victorian politics.  The analysis shows the suspicious attitude of British politicians toward ideologies.  The core role of morality and religion in Victorian politics is highlighted.  The author reconstructs the concept of conservative progress, which was  used to solve tactical party objectives on the basis of three most significant  sources of Edward Derby’s political ideas. The link between Derby’s ideas and  subsequent generations of British conservatives has been defined.

Evolution of the Regional Religious Policy in the Saratov region (1989—2017)

Abstract

The article shows the development of political practices of the regional government bodies in the field of protecting the rights of citizens to the freedom of conscience and the freedom of religion. The author analyses the principles of regulating the activity of religious organizations, and monitoring their interaction with different religious confessions in the Saratov region. Special attention is paid to the emerging system of partnership between the state and religious institutions, which is a key vector in the development of religious policy at the subnational level.

Semiotic Inversions in the Formation of the Political Image in the Media Discourse: the image of Russia in German media

Abstract

The article describes the process of forming the political image of Russia in socio-political media through semiotic inversions. It is claimed that in the modern media discourse, the political image is based on the pre-established ‘rules of the game’. The author holds that historical facts are often replaced by false models of reality in the modern mass media discourse.

Political Parties and the Information Policy of the Norwegian Broadcasting Company at the end of XX century

Abstract

The author analyses the influence of parliamentary political parties on the nature of the information policy and institutional position of the Norwegian TV and Radio Company at the end of the twentieth century. The issues of overcoming the monopoly in the market of information services and its commercialization are considered. The author describes the main milestones of the political discussion on restricting market mechanisms of providing access to information.
